Standalone version of the text-to-speech?

Hey, I was wondering if there is a text-to-speech program that utilizes the same commands (ones that make words melodic or changes pitch) as the one found in-game.

EDIT: Found it - http://www.theflameofhope.co/dectalk - you should be able to figure out where to go from there.

If there was that would be cool I cant find any but unreal engine3 seems to be the only program I know of that can do that/also fun to tinker with:)
maybe steven hawkings special wheelchair software does it but I think he only has it:)
