Unused Flares are not garbage but used flares are and need to be destroyed
toilet seats do not appear to be garbage either
I guess as a general rule of thumb, if the "Sniffer" picks up on it in blue (biological messes) or green (non-biological messes) modes, it has to be destroyed (or taken away to your office if you want to keep it).
Thoroughly cleaning up a section of the map and using it as a testing ground to stick a item into and see if the Sniffer reacts is one way to see if it has to be disposed of.
Though I guess that method isn't foolproof, I think those green liquid canisters don't show up on the Sniffer until you shatter them, but they (presumably) have to go, too. Though I could be mis-remembering. That might be the only instance, though.
but they still count as negatives to the score?
Speaking of score... Cleaning messes should give you upto 100%, and there's additional bonus tasks one can do to go beyond 100%, too.
Which is mainly stacking items like Crates & Barrels & Others into their zones, and pushing the PIDs (Personal Identification Devices) into the Punch-Out Machine and filling out all the details on the event and the deaths of all employees whose PIDs you found (accessible on the bottom of the list of paperwork) as accurately as possible.
Taking the Welder (the gun you melt bullet holes away with) to the office or destroying it also reduces the score a little (as it technically is company property).
