Report a translation problem
The trick is to be very careful that each stool is aligned nicely with the one below, especially important at the bottom of the stack. And it has to be aligned from all directions - it can be in the centre from where you are, but a long way back or forward. So walking round and checking from another POV is good. Another good thing to do is try and be slightly above where you want the stool, so you're lowering it rather than lifting it.
Also, if you don't know, but you probably do, left clicking while holding an object will straighten it up.
You'll also want to save a bunch of packages to stand on as you build higher.

I found that if I kept trying in the same session, I'd get frustrated and end up getting worse and worse. So if this is happening to you I suggest just trying it a couple of times and then going on to something else. And then try it a couple more times a few hours later etc :)
And Toasted Sandvich Maker is so right. The tower is hairpulling if you try over and over unsuccessfully. Be patient with yourself and take your time checking those stool legs out.
I found burning the stools after I finished the blasted thing so so enjoyable. If you have any built up hostility toward them you might want to toss them around and burn them a little too.

stack them carefully in ghost mode or stack bins to climb to the ceiling:)

try 32 bit and 64 bit santa's rampage if acheivements dont fire
32 bit acheivements work fine for me
I ended up getting 10 stools high (then even more), but I never got the acheivement, so I just kind of left it :P
