Not yet, at least. The devs have stated several times that they want the missions to be as "thankless" as actual janitorial work.
Well, it may be thankless, but real-world cleaners do get access to ladders when they need to clean high-ceilinged rooms.
I would suggest having the Vend-o-matic dispense 1-metre ladder segments which the player can click together to get the required height. Click two together to get a short step-ladder, or a longer ladder which needs to be leaned against a wall to use. Click two of those together and get a taller step-ladder you can put in the middle of the room.
Heck, you could have a whole map built around the new ladder mechanic with lots of stuff on the ceiling which requires ladders of various heights to clean.
