As for "Steam in general" there is no such thing.
Each game comes with its own age rating, typically though if you can visit the games store page without putting in a date of birth it should be good for 16 and below.
18+ games require a date of birth being typed in before being given access to the store page.
Some age limits are very surprising. For example Tropico series have age limit 16 and Crusader kings 2, 12. Im not saying your usual kid under 12 particulary excel at CK2, but I would commend the kid who wish to make an effort doing so.
Also 7 to 12 and 12 to 16 are quite big gaps if someone wishes to please every kind of concerned parent that might be very particular on the numbers on boxes or otherwise. It would hurt my gamer heart to see a parent of a 15.5 year old kid be forced to play games for 12 and below. Especially if the parent had no interest to know anything whatsoever about yhe kids gaming interests in the first place. If the parent of a soccer player didn`t drive her kid to practice that one day it would be borderline abuse.. Kicking their shins off with spiky shoes on the field..

Not that the gore seems particularly scary if you ask me, though, one could probably get away with a 14-15 year old playing this too, i mean, they'll already know about swear words by then, and gore is nothing new to them, either. Assuming they've had experience with swearing and blood/etc in other media before with no ill effect.
If anything the game is a bit like a comedy, the situations tend to be so over the top and exaggerated and bloody it's hard to be overly scared by it. Especially when you start cleaning up dead elves in Santa's Rampage or have the Janitor comment on various things in the Shadow Warrior spin-off. And some things are just outright meant to be funny, too. So eh, most kids should be fine with this. There's much worse on TV/The Internet... :P
Though if a game about cleaning is capable of even HOLDING their attention long enough to get a level (mostly) cleaned is another thing entirely! It's a fun game but i'm not sure if kids appreciate it as much as adults typically do.
Problems with these recommendations are when people that does not understand that age recommendations are indeed recommendations and not laws and that don`t see that these numbers have signifigant age gaps especially between 7- 12, and 12- 16. Maybe the most important time when any kid needs to be able to enjoy playing with their friends. Mayb not with access to all games but also a fair kind of restriction.
I never had much restrictions on the games I played as a kid and turned out fairly average. Granted, games were not as realistic in my youth as they are now. But also we scared more easily back then so I feel it evens out a bit.
Me too have played many 18+ games as a kid and i'm not a serial killer, but i'm the first who won't let a kid play the same games, knowing how they are :D
I dont even have a kid yet myself but Im finding myself preparing for a parent (possibly a woman, they are scarier as far as parents go) that have no knowledge of games and no interest to know anything about them other than the age limit, come teach me what games I should allow my kid to play aswell as their own. This is going to be a thing...
Possibly one of those parents who threw their kids game system in the garbage because they misbehaved. I know of one such case in my immediate surroundings. Im not a fan.

Either way, i see a big difference between games like Manhunter,Dead Space, the forest and games like ARK for example. Bad example as the before mentioned games are 18 and Ark is 16.. All im saying is there is quite a different degree of cruelty and violence in games and they should be judged individualy.
If your daughter is anything like I was even way after the age of one I would suggest a bouncy ball. They are awesome:D. Congratulations with the kid either way. I realize its been a year but she still probably have that fresh "new baby" smell on occation. Good luck.
I noted that many race games are 3+, but if there's any deformation or real damage at cars, they are around 12+ or 16+.
There's no harm if my daughter at 6 want to play Crashday, it's just a race games even if it's 12+, but with other titles i think the suggestion it's pretty close, when games goes around 16+ are usually on the edge, 18+ are strongly suggest to avoid kids plating them.
In the end the best thing it's playing toghether so there's always my presence and i can explain things whitout leaving her discovering by there own, maybe even with an old Gta :D
