You DO actually want to mop up spilled acid quickly if it didn't land on paint, as it starts melting the surface it's on if not mopped away and then you'll need to melt it back straight with the Welder.
And if you're having trouble breaking it with a throw, try moving left a bit while holding an vial, then quickly move right and let the vial go, the good ol' sideways throw, basically, not accurate but fast as hell.
Maybe watch a video of someone playing the Uprinsing map to get an idea of the Acid Jars, if that still doesn't do it? That or you tried using the Acid Jars on something that doesn't need removing or can't be removed.
If all that doesn't work or the video looks vastly different from what you're doing then perhaps there's a bug, though.
