There are permanent fish you can buy. Usually you have to level up a bit before the game will offer them to you from a fish vendor. You can also try fishing for one. The game used to give me powerful permanent Scorpefelines from fishing, but I have several different ones I like these days.

Hello, in the base game, without DLC, the seller never has one to offer me, even fishing I haven't been able to get one! I'll keep trying!

It's usually a fish seller in the dungeons.

Whats-his-name in the dungeon can provide "flawless" versions of some of the weaker fish, like the one that changes your pet into a black widow, but if you want a dire unicorn or something powerful you're probably going to have to fish for it. The lower in the dungeon, the better your odds.

Also, IIRC, "permanent" is more like "indefinite" because if you feed your pet something temporary it will return to dog/cat form when the time runs out.

Not true about fishing for it. The higher your character's level and the lower the dungeon, the greater the chance for the dungeon seller to stock the best permanent fish. I always check the fish seller in the dungeons until I get the permanent one that I want.

However, you are correct that once you get a "permanent" pet, if you want to keep him, you cannot feed him anymore fish - only potions.
