I believe your character level can go to 199 (990 skill points given, I believe), your fame to level 20, but i could be mistaken. As for the levels there is no technical end. but going past something like level 10,000,000 will destroy your game. but going past level 10,000 starts making monsters with health of over 1,000,000 ive heard.

Pretty sure that the Character level cap is either 100 or 99. The fame cap is indeed 20. However, the dungeon level cap is 2.147,483,647. Not that you would ever go to that level, but there is a console command that you can do in order to get to it. It is the highest level that the source code can handle, but I'm not sure if going to that level would crash your game anyways due to the intensive processing required for the absurd calculations.

Polar, you are correct with the level for the dungeon, but im failry confident that level 199 is the final level for characters. no?

Apparently the level cap in Undiscovered Realms is 199. I think that the one for the first game (FATE) is just 99. You could try messing with console commands and a throwaway character to find out.

yeh it goes on forever but eventually your game will crash.

You can easily go to level 2.147,483,647 via cheat command. However, if you attempt to go down the stairs in level 2.147,483,647 the game will crash. That's all.

i am at character level 110 and still going on first game
