Most game developers reach a point where they call the game a finished product, and they will not release any more updates, fixes, whatever, and they move on to creating other games.
Luckily, there are people on Steam who figure out workarounds, and they help the rest of us get our games to run properly. Windows 11 is a very new release, so it will take a while for people to come up with solutions for the problems it causes on our older games.
I actually kind of hate these newer versions of Windows. They have too many bells and whistles that very few people need or want. The program is terribly bloated, and there are a lot of things that came free with the older versions that are now apps that you have to pay for.
