This worked for me! I changed it to the "wide" resolution, changed the fullscreen back to 1, and it loaded fine.
CURSOR "TRAPPED" IN A CORNER OF THE GAME?
If the cursor seems stuck? Then the issue is that the resolution on the monitor is set too high for the game. You can fix it though.
Step 1: You will need to change the setting FULLSCREEN to 0 in the config.dat file. (read above to find where that file is, how to see it, etc)
Step 2: Launch the game and change the resolution inside the game to a lower setting, like 1024x768.
Step 3: Head back to the FULLSCREEN setting in the config.dat file and up it to 1.
Step 4: Relaunch the game, and the cursor will be able to move around again.

You may need to enable hidden files to see it.
