"First try to use Steam's game verification feature to check for corrupt/missing files. Don't be surprised if it fails to find fault(s) and re-download some stuff, I think it only checks a proportion of the most vital game files.
Next, If you have a fast connection, delete the whole game. Change your Steam download server location to one a little further away and download again.
If that fails to fix it, try another server - I'm sure some have a full copy else I'd be seeing this kind of Question on a very frequent basis.
If your connection is very slow, you could try deleting game folders individually, begin with a group of the smallest sized folders before running Verify/testing your save game, then work up through the next largest folder(s)."
