When can I buy flawless fish?

The only fish I've managed to catch are Flawless Groupers and while I'm pretty early in the dungeon (Level 9) I'm just curious when is the earliest I can buy different flawless fish.

...and yes, I have indeed caught Flawless Groupers before Level 10 and the first Flawless Grouper I ever got was actually a drop by a monster. I blame it on the Cheesehead thing I randomly got and had no clue existed lol

Though that Cheesehead thing is ridiculous. It's great for drops but it's not so great for fishing. Seriously, I sat there wearing it thinking "Maybe it'll help" but it actually made things worse! It was taking forever to actually catch a stupid fish and even then I was getting streaks of 20 fish followed by a cracked gem. No artifact in sight.

Soon as I took the stupid thing off I got 3 Artifacts almost one after another.

I kind of got off topic a bit but really, do NOT wear that hat while fishing!

The only merchant that sells fish is in the dungeon. Certain fish, such as the flawless ones, are only available through fishing once you get to a certain depth. Anywhere from 15 to 30 depending on the fish.
