Shut Down Everything official scenario broken

As the title states, i've tried playing the aforementioned scenario several times, and nothing was shut down.

This was never the case the previous times i'd played it in prior versions of the game.
It seems the flag simply doesn't trigger upon scenario start like it should.

- What difficulty did you use?
- Were any cheats used at all? (more specifically, the Hidden Disease or No Cure cheats)
- What disease type were you using?
- What's your game version?
- Have you verified the integrity of your game files?

I tested only on casual because i just happened to have not changed it.

I tested twice with cheats, and without.

I played with the Necroa, and prion.

I don't know the exact game version i'm on, and it takes a long time to launch for me.
I'll check that one when i wake up as i'm going to bed in a moment, but am fairly certain it's the most recent since steam disallows me from playing most of my games on anything but.

I did verify the integrity, and there was no issue.

Once you see this, check to see if the game needs updating (force it to check for an update). If the game doesn’t need an update, then maybe try uninstalling and reinstalling the game.
