If it helps -- what we commonly do with web icons is create mini sprites -- so an image could 74x148 with the top 74 being the default state and the bottom 74 being the alternate state, then it's simply a case of switching the background offset when required. That would be pretty simply for scenario creators to work with (easier than requiring a compound icon format like ICO)
OR -- how about using fonts to create icons? There are loads of icon fonts available, and loads of tools for converting PNGs to font maps, so if it were possible to upload something like a TTF file (or select from a bunch of internal ones) then the state changes would simply be a change in their rendered colour, and you wouldn't have to worry about dodgy anti-aliasing at low (or high) resolutions, since fonts are vectors.

Known issues:
- If you edit a scenario and go into the game and don't see the changes, it might be that the game is caching the existing one. Some edge cases result in caching, so to be sure quit the game and then re-run it and then load the scenario.
- Existing scenarios may still have publish issues. If you unpublish and re-publish this fixes them; - however ratings etc are sadly lost.
EDIT: if I create a brand new scenario and save that, then I can successfully load it again, both immediately and after restarting the creator app. But if I try to load an existing one (which does nothing), now I can't load the new one either (until the app is restarted).
It must be like a huge pile of sticks :-)
You can add an existing trait and change its icon, but if you create a new trait, then selecting or uploading an icon does nothing, and once you try, the "file" menu is now frozen (clicking the "file" button changes its highlight, but the menu doesn't appear and you have to quit the application to use it again).
EDIT: also, if you have more than one trait which is using a custom icon, then ALL those traits use the same icon (whichever one you defined last). They look fine in the scenario creator (ie. all different) but when you go to play the scenario, they're all using that same icon.
EDIT2: okay it's not ALL traits, it's all traits on the same page (ie. all abilities or all symptoms which have custom icons use the last icon you specified for a trait of that type). And sometimes they all change when you evolve one!
The icons which show in the evolution history list, and the one that appears in the information box when you select a trait -- those are all fine -- it's only the ones in the main hex grid that have this problem.
(Assuming I have the right idea about what constitutes a special event? I mean things like robotic juicer, UN initiative for poor countries, new sterilizing air filters, that stuff)
