how to destroy labs?

I am really headache with that blue signed lab once it appears and starts x% completion process. I used that green ape's fist accidentally and it reduced that bar like 20% once. I am not sure how to repeat it. There's no other button I can find to destroy the lab. How to destroy it again so I can slow down its process?

You just need the Ape Rampage ability (the green fist) and then activate it in a country that has intelligent apes, and they will target the lab, then (possibly) destroy it
