You know where you open and close the icons panel to select from built-in icons? Next to that, there's a little green arrow which is the image upload button -- click that, then you can select your icon.

You need to add it to one of the folders accessible from the Scenerio Creator.

Just copy and paste it, and keep note of where it is.

Why can't you go to your desktop? There might not be a shortcut for it, but the whole file system should be accessible from the root. On Windows 7, that would be C/Users/[your username]/Desktop.

(I'm on a mac so it's obviously different, but I haven't had any trouble accessing any parts of the filesystem).

Failing that, like Variant says, just put it somewhere you can get to.

A feeling of immense satisfaction?

Not to mention that scenarios created with the beta have had a few weeks to get ratings, so that provides a head-start and a lot of exposure. Quite pleased to see that one of mine is featured in the main Steam library (which I'm assuming is based on "most popular this week" so that it keeps changing)
I tried to put an image into a folder, but it's not showing up, what do I do?

make sure it is in PNG format, it doesn't support Jpeg.

I advise using GIMP 2.0 if you wish to convert the format.

Ok, so what type of file do you need for the image to work? I've used .jpg and that doesn't work.
.png likely.
