Zombies keep re-generating

Im playing necroa virus on Normal mode, but the zombie number keeps going up from zero and it wont let me win. anyone know how to get them to die off?

Destroying the world with a zombie horde will still give you the victory. If you are trying to wipe out humanity without zombies, do not evolve cytowhatever reanimation. There's an achievement for doing this, but other than that there really isn't a reason to avoid creating zombies with necroa.
