Reshuffle takes away a percentage of the cure immediatly.

No problem.
The only time to use an early reshuffle is if you are going for the "3-biohazard" scenario achievements where you need to score bonus.
a 30% genetic hardeneing would mean humans would only work at 70%.
Genetic reshuffle actually increase the amount of research needed to cure you.
So humanity spends 10billions curing you and need to spend 1trillion.
With genetic hardening they would only get 7billion in spending out of it
with genetic reshuffle they would need to spend 2trillions instead.
Now i pop hardening as soon as they start trying to cure me, and as soon (if at all) they get their crappy cure at 90%, i slap reshuffle and watch their progress drop like a rock! hehe
