Anyway, it's just going by the description and not in any way confirmed by devs
Yeah perfectly manageable like "grinding for the perfect situation more than 4hours and hope for a lucky end"
It was perfectly manageable. Since random events can destroy everything, sure, you're gonna have to reload sometimes, but it didn't take me 4 hours to accomplish either of those scenarios.
Also achievements should involve some kind of difficulty sometime - there's enough games that are so easy to 100%, I'm glad plague inc is not one of those (although not impossible ofc)
Anyway, since my first comment was a little idiotic here's the other guides that helped me on the pirate/shut down scenarios.

Bacteria, Virus, Parasite, Fungus and Neurax can be done pretty much in the same way as in the lava god guide, with attention to the right ships/borders (and evolving air/water transmissions according to your need)
I had the most problems with the simian flu, there the guide from "lava god" never worked for me. I can't find the strategical discussions about it anymore. I can recall it was similar to the approach from the lava god guide, but involved sending apes around more efficiently (to infect countries faster while passing through them) and setting up the first colony after the first apes have been sent off from the inital country (I always started in west africa)
