Managed to win it by completely ignoring lockdowns and border controls and focusing solely on infection & mortality reduction and vaccine upgrades early on. The only time I used border control was when Greenland got a more infectious strain of the virus, I applied maritime lockdown on North America to stop it from leaving Greenland.
There is a difference between a difficult game and an unbalanced mechanic. Why is the only way to gain authority back to pay for it? Only drains funds that could be used to fix the reason for the fast downfall instead.
And which strategies for the Virus as example? Max. mortality reduction gets the nations pi***d about infection number, max infection prevention gets them b****ing about deathrates, a combination of both is too inefficient and lockdowns drain authority way too fast to finish that scenario.
The world just nopes out of it and tosses my authority.
If you go to the cure screen, it's tells you at the bottom why you are losing authority.
I max out my authority and only use Lock down. I only drop to around 40 authority before it holds steady.
Once infection rates are under control you can stop lock downs.
I got my butt kicked on normal after doing the tutorial. So I tried casual, and there's no difficulty. The bacteria barely didn't die out on its own. With an adviser I was able to beat normal bacteria than virus. Took a few tries at fungus. I did better when I tried using the continental lockdown options. But fungus in the main game has a bloom mechanic that can infect anywhere.

Like I said, I can follow every piece of advice given and the panic never stops going up to drop authority no matter what else is researched
Panic is based on infection rates, higher the infection rates = more panic. You can totally stop panic if you use forced lock down or invest in anti infection responses. Track and trace helps with this to.
On the world map look at the infection rate %, if it's crazy high with lots of places infected, panic will end you very fast.
