This worked for me.
Once it does this once, is the wait that long the next time you boot it?
It seems that there is also a problem with steam achviements [steam can't load the achievements on my game list or on my profile showcases]
If it is, then reinstall the SYSTEM.
Maybe you not install the Vc++ 2012 and DicertX9 or more higher version?If not, install it.

This is occuring for good, honest people who paid money for the full retail version. It appears that the most recent update/ patch is causing the problem.
- Close down Steam. One user reported that simply quitting and rebooting Steam fixed this issue for them.
- Delete and re-install the game, and verify the integrity of the game cache. To verify the cache, right-click on the game in Steam, go to Properties then navigate to the Local Files tab, and hit 'Verify Integrity of Game Files'.
- Delete and re-install Steam.
- Leave the game to load, without clicking the game screen as this may cause the crash to occur, for up to ten minutes. It seems the game is eventually loading for some users, and normally this results in quicker loading times from then on.
- Download the latest Microsoft Redistributables from microsoft.com/en-gb/download/details.aspx?id=48145. You may need to delete your previous install.

Not ideal, but at least we were able to fix it ourselves. Hope you enjoyed your weekend, people.
I've tried rebooting Steam, my computer, and have verified the game cache integrity. Haven't tried reinstalling the game or the MS stuff yet.
To be clear I'm just curious what changed in the patch that is causing this. I'll try the other suggestions some time this weekend though.

I have also sided stuck in the loading screen. tried everything and after I deleted microsoft visual C ++ to which they propose is an older version but it did 10 seconds after I pressed the button, I was inside the game. try it. it worked with me
