No, only the enemies are restricted to monitor refresh rate; towers are unaffected. Even with a 60Hz monitor it is going to be 2x speed because the default speed is at 30 FPS, so if you have an NVIDIA card, you need to go to to the NVIDIA control panel and turn v-sync to ON: adaptive (half refresh rate). That limits the game to 30 FPS, which will make the enemy speed normal.
Bizzare, but ok I'll give it a try. TBH I was enjoying the harder difficulty, even if it was a bit masochistic :)
