The challenge is Barracks and Bombards only. If there are restrictions on what villagers can attack with it is not made clear in any of the challenges at all.
Either way if this is in fact the case and the spears for them are disabled, Icewind Pass Iron Challenge is almost impossible unless your Wizard Tower flips off RNG and manages to kill the two flying enemies that get passed it.
Iron mode is certainly possible on Icewind Pass, but I can't offer any tips, since I did it so long ago. But the topic below has links to videos, including one for Icewind Pass Iron mode. Maybe that will give you some ideas.

Let me add one thing, while I'm thinking about it. If you're trying to get the achievement for completing all of the Iron mode challenges, make sure that you're not playing on Casual difficulty. For the "complete all maps" achievements, it only seems to count if you're playing at Normal or Hard.
I still feel this particular area is unbalanced by a very small margin, but a margin that prevents progression.
Besides this, you were saying something about Levels as far as villagers, where can I find what levels correspond to what upgrades?
FWIW, I just watched the video for Iron on that map and one big "trick" for handling the fliers was to put the reinforcements before the magic tower, to kill/delay the wolves. That left the magic tower free to target the fliers. They also upgraded some barracks to barbarians. As I recall, they can throw axes at flying targets, in which case they would be backup for anything that might get past the magic tower.
