You're not stuck with your previous upgrade choices. You can use the "reset" option on the Upgrades screen at any time to clear the upgrades and get your stars back, and then you can choose different upgrades.
As for getting more stars, you also get stars for completing the Heroic and Iron modes on each level. It sounds like you haven't started those yet. You can go back to some of the earlier levels and start playing those other modes to get some more stars.
FYI, when you include Campaign, Heroic, and Iron modes on all of the levels, there are actually way more stars than you can use. You can get every upgrade to the maximum level, with lots of stars left over.
I thought there must be some way to complete all the upgrades.
