Your laptop is significantly below minimum hardware requirements, so it should not be surprising that this game won't run at acceptable performance without significant decrease in visual quality and screen resolution.
Ballpark performance of your GPU is A380/GTX1650/RX570, all below minspec.
edit: btw the game has HUGE cinematic black bars so it's not even full 1080p, more like 900p.
I also guess you're having a RTX 3050M, because by mentioning your CPU it's obviously a laptop you're playing on(?)
That would explain a lot.
I wonder if you are even aware of the relative performance of the card or if you just assumed "RTX" means "good".
If your card has 6-8gb of vram than yes it’s going to start to be a problem unfortunately. Your best bet is to maybe try 720p
You need at least a GTX 1070 to be able to play the game. Unfortunately your GPU is not as fast as the desktop version of the RTX 3050 (even that card is about 10% slower than the 1070) Also it's not unusual for those mobile cards to have less VRAM than you would probably expect.
it's a graphically demanding game, yes, but the performance could still be a bit better.
in the starting area i see 40-50fps with 4090oc/7950x3d at 4k hdr dlaa everything maxed out and variable rate shading disbaled.
So you turned the settings up to the absolute max and then complained about the frame rate......gigachad move if ever I've seen one.
he didnt waste all his money on a 4090oc/7950x3d at 4k just to put everything on low under 4K
i'll play the game with dlss quality and frame gen, so i'll have 100+ fps at said settings.
I'm using Nukem's mod for framegen on my 3070 ti which does work just fine: https://www.nexusmods.com/site/mods/738?tab=description
i'm using the universal version with the dbghelp.dll, lossless scaling framegen is another option, there is also uniscaler from LukeFZ which works similar to Nukem's mod.
This should at least double your fps, as with all UE games Rebar does work and gives a small fps increase of 5-6 fps just set rebar- feature to enabled in nvidiainspector.
And you also wouldn't put everything up to NASA computer level and then complain either. There are limits, even on a 4090.
