The two weeks only starts counting after the game releases. In fact it works the same even for games that offer a "3 day early access" like Starfield or Suicide Squad.
I saw some people that were able to play over 20 hours of Starfield during the "early access" and when the game actually released they were able to successfully refund it without any problem since it still counted them as under 2 hours / 2 weeks.
Really? I wouldn't be surprised if they changed the policy regarding early access playtime but for a pre-order of a game that isn't even out yet?
I highly doubt Valve would decline a refund for a pre-order even if you ordered it months in advance, especially if there was no way to play it before it actually released.
Edit: Just looked it up and can confirm that the standard 14 day period does not commence until the game is actually out, which is good to know as assurance for all Pre-Order's on Steam.
As stated below it also applies for advanced access (early access) titles and confirms that it does not start counting until the game is out of Early Access.
"When you pre-purchase an Advanced Access version on Steam, you can request a refund at any time prior to the start of Advanced Access. The standard 14-day refund period also applies and will not start until the release date. Please visit our Advanced Access article for additional information."

I know they used to not allow refunds for Pre-Orders over two weeks in advance but they changed that policy after a bit of blow-back from the community so maybe that was the policy that you recalled. In any case, it's good to know.
