Sandbox Mode Mod v1 by Cridge

NOTE:
The game appears to load the mod zip files in alphabetical order so I suggest adding numbers at the start of the file names...."1 Sandbox Mode Mod.zip", "2 Delay of Annoyance.zip", etc.
The last loaded mod will determine the final setting used for things like "GameRules.STARTING_MATTER" but otherwise they should work when loaded together.
Oops, sorry pabloandnene, did not mean to ninja you on this. Interested to see what you come up with. As far as I can tell the creative/sandbox mode "flags" you reference did not make it into patch 1.06 so it is uncertain if DF will release that later. Also, as far as I can tell, the mod loading mechanism does not allow us to "overrride" the game's base files by including them in the zip file under the corresponding folder as was implied by DF's patch notes.
I'm curious about what pabloandnene come up with!!
