Did you get past it to the cloak hanging near the entry to the final visa check?
1. the cryptic text in its pocket specifically mentions an office
2. read the top part carefully
3. why are the words so weird?
4. they feel like parts of larger wholes
5. and are easily referenced within the office

I found all as referenced above. I've tried every combination of these numbers, but nothing works. I could use help. I'm not understanding your logic of how to use these numbers.

On the board inside the visa office, you see a list of cities and their corresponding 2 digits codes.

The note shows halves of city names. You must use the corresponding digit.

I have gotten the 2 digit codes. I have tried every combination of them, and nothing works. If you could just give me the combination it would be appreciated. Then I can at least proceed in the game.

So it is the first/last part of the number in each city number, like the city codes are 12-04 02-13 that gives the code:
1 (the first number in 12)
4 (the last number in 04)
0 (the first number in 02)
3 (the last number in 13)

thank you for explaining this, but I still don't know why I should know to take those numbers from clues in the game
