ive constantly bought new ideas but the option is always greyed out preventing me from using my charges. can someone explain how it works

You need to purchase topic books and new recipes first to unlock new ideas.

the topic books and new recipes are they just randomly within the shop?

No, they are not random; they are always available in the shop. Purchasing them will unlock the ideas option.

Do you mean options, as in "locked ideas"? You need to use the 2nd tab of Shizuko's shop, the Lust Points shop. It's a priority upgrade, having more dialog options, there really should have been a tutorial for it.
