Just to add, if the blood dispenser worked as you wish it worked. Then the infected 'meat' recipes would be a waste to make. Theres no need to calm the virus if you have everything in one go. Just got to shoot it three times. Once you find a symptom and leave the enclosure a mutation occurs so technically you can test for blood first and come back as long as the blood isnt 'positive'. However if it is positive you'll have to scramble to figure out the cure, in my sixth run I fed everyone preemptively, waited for them all to poop, then ONLY did vials of blood. If any were positive make a tranquilizer (two if you arent confident/fast) then you can shoot the infected animal with a tranq and it will sleep for a minute. Collect poop, temps, sounds, blood (if they are positive for sounds then you will need another tranq to collect the sick animal blood, you can observe this behavior when you feed them) etc and run out of the enclosure.
If you dont do it this way then the meat is necessary to collect any missing data from your sick animals. Doing everything and making the meat slop before coming back so you can swiftly pacify and collect sick blood samples is the clean and efficient way to do it.
TLDR: Its a game mechanic issue / balancing decision that doesnt entirely make sense logically (since the game shows multiple individual vials when collecting and ergo having the ability to opt out of all of them depositing would be understandable), however the creator needs those meat blocks there since its an integral part of the story. If you could just prepare everything in advanced there would be no reason to use them in the first place.
I would have made a guide for the above info, but steam isnt having it today errors all over. (Also I guess since I dont own the game on steam you cannot make guides so feel free to make one for the rest of the community cause cure questions get asked ALOT)
Also a response to add onto Azgarod, the first playthrough is the easiest one to get a perfect ending in due to the first two enclosures never having a mutation (giraffe + second enclosure)
If you answer the phone and never miss any decisions you can 100% cure all the animals, get infected cures and have the happiest ending. The only difference is Lilys phone call (Mrs Summers) happens during your second enclosure not your first.
