Watch dogs would be better if it wasn't open world since the areas were it shines are the enclosed non open world areas and that areas that are horrible. For instance why are their train tracks that lead to nowhere; why can't cops follow you onto water when there is an boat AI; why are their barely any cops except when you get spotted for a crime.... in which case their suddenly tons of cops.
In other worlds, i'm just trying to be a voice of reason. However i have not played the game so i'll let you guys decide if open world would suit this game.
Next is the morality system that you mention, things like that only matters at the end of the game. Also, remember that Transformers take place during a war. I doubt that a new recruit will be on the fence about who he/she should join. As far as I see it, it is either: "I'm with the Autobots.", "I'm with the Decepticons.", "I don't like either.", or "I'm going to stay out of it." I much prefer a game where I am given an allegiance at the start.

I have to agree if not say you might have a low budget open world game.
If you think about the sheer numbers of models alone, you're looking at something that i wouldn't be shoocked is 1000% compared to a normal game. Add on extra work needing to be done on level design. hmm..... wow i never did the back of the envlope math on this.
