Weird Glass texture
All the glass in my game has what looks like an ice texture, was super noticeable in the emporium with all the glass cabinets, where the plagues refer to whats in the cabinets but the cabinets themselves just look like glowing blue boxes because of the texture.

Honestly just want to know if this is a design choice or if my game is bugged.

If it is a bug it persists on restart.

I've also got this issue! I've tried messing with the quality of reflection since water also looks strange but no dice.
i know the emporium you mean and the glass cases with mushrooms in them etc all look fine to me
some bottles at different angles sometimes look blue but generally im not getting this issue with glass

rtx 4070 using the latest whql drivers.
4k, dlss balanced, frame gen on, max settings, ray tracing on.

Try using the Global Lighting Quality graphics settings. It helped me fix this bug.

The texture still looks wrong but this has stopped them glowing!

This worked for me! I went from Low quality to High and now the glass is see-through. Haven't checked bodies of water (I couldn't see the surface if I was under it), but at least I'm not walking through a gallery of shining frosted glass whenever I enter a shop. Thanks!
