I was wondering the same thing.
so it sounds like you're saying i need to not explore until i have all the treasure maps for an an area?
You want to postpone collecting uniques for as long as possible (i.e. until you need them either because you want to use them or because you want to break them down for extra resources) because as long as they're not discovered/"triggered" (which happens if you come too close to them), they will scale with the level of your highest-tier weapon/armor no matter how late you collect them.
i was rather hoping i wouldn't have to do a 3rd playthrough, but now it looks like i might have to if i want all the achievements
I can't be certain that it counts towards the achievement but I'm inclined to believe it does.
I think the reason some say it doesn't is due to the 3d treasure map in Dawnshore being buggy apparently and not always present were it should be.
A lot of people miss this treasure piece because of this, myself included on the first playthrough. I stumbled on the treasure on the second playthrough and I'm still not done with it so I can't vow if it will count towards the chievo yet.
