Max level is 30.
I haven't paid much attention to stat requirements in conversations (as while they can save some steps or get you an extra line of dialogue, they're generally not needed).
I know the Delemgan Queen has both an Int and a Res option to resolve peacefully. I believe the Int one is either 6 or 8.
I have a save from right before the conversation, will test it in the morning. Easy resetting skills with Gold means testing the needed Skill Level for a check shouldn't be too hard with the right saves.
Spoiler, be warned:
A 15 Int check will make the Female Inquisitor commit suicide in a very special way instead of fighting you in the last Battle of the Game if you decided to pursue this Ending route.
The music composer did an interview where they teased a rare ending with specific choices and unusual musical accompanyment.
I wonder if this was that scene?

Just the max stat requirements.
I think Act I is around 5-6. Act II is around 8. I only got to act III so I don't know how it's going to cap.
