Escape plan - Captain Aelfyr

I'm doing the Escape Plan side quest, and there is an optional way to speak report them to Captain Aelfyr, I've already met her in the area previously where the mission pointer leads to, but now I can't find her (she was arguing with a militia member). Tried both day and night.

Is this some bug, or she can perhaps be found somewhere else now?

IIRC the building they were arguing in front of is the Steel Garotte HQ, she's normally in there. If not then you'll definitely bump into her on the next map.

I faced this bug too.
What I did was leaving the inner city and then come back a few hours later and then she was there again.
But if I remember correctly I got no reward for reporting the murders to her.
