You dont need to show nudity or sex to have good romance in a game...
BINGO! It's about showing depth of character and how well their crafted, this is something that if left out and excuses given makes the devs feel lazy and just pushing out product like it's on a factory assembly line.
You have to understand that it is very hard for self-made societal rejects to gain first hand experience of romance. Be nice and do not hate gamers or engage in discriminatory hiring practices.
It does take talented writers who understand these things to properly write them, most of these writers have left these studios or the industry in general. Their all older writers who just don't want to do it, or want to enjoy their retirement and not get sucked back in. Some even went to join indy studios making good games at reasonable prices.

As for New Vegas, you can't really be serious, right? If you think Fisto is the epitome of romance, then please, never pick up a pen.

They made 2 single player RPGs since PoE 2, well 3 if you count Penitent (which did have some romance). And that means they are incapable of writing a romance?
