Static world, unresponsive NPCs, bad writing, even worse dialogue, horrible art style (good fidelity tho), zero player choice, boring combat, pointless exploration... these critisisms are almost unanimous.
This game is subpar on almost every level. Slop, if you will.

It is possible yes. Developers also have the right to report a review for abuse or guideline breaks but place grease stops to make the process quicker for review which cause a review to be "hidden" pending review.
Which later can be deleted or edited. Punishments can be game key revoke, community hub ban or valve suspensions.
It still happens and I can find more examples but this one is the most solid one I've ever seen and this happened with a small indie developer doing this to someone.
That's why steam needs a mixed feeling option on reviews instead of just thumbs up or down.

It's literally not.
That would be Valve, not the dev.
