I tried to spare the assassin, but the game bugged out on me. Right after he gave me some gifts for spareing him, he attacked me. Two other rebels appeared and for some odd reason, my followers could harm them but not me. I could only harm Ygwolf.

If you want to save Garrick & Kill the assassin just tell him you're letting him go, then when to go talk to the Ambassador, tell him where they are & the Steel Garrote will execute him in front of the embassy & Blue Furry Guy will be fine. The only downside is you don't get his armor, but you get 1500 Skyets (or 1800 with speech check) plus his gifts.

The execution is really lame, tho. It's basically just one line of dialog, then you go outside & he's T-Posed in a noose.
