If you want constant action and a speed run, this is not the game for that. If you want interesting quests, with choices that effect the world, it's a good game.
If you liked Pillars of Eternity 1 or 2, it's set in a different part of that world, with a lot of core systems and call backs to the lore of that world.
If you're looking for Skyrim or Oblivion, this is not that. It is its own game, and the gameplay gets better the further you progress. The opening minutes are not nearly as good as the later zones.
If you're willing to take the time, it's a good game.
But, in answer, yes - it's a fun action RPG with light roleplaying elements.
Well, its a simple question, let me explain it like this. Do you think its a good idea to drink gasoline? How about some mental nutcase telling you that you should love to drink gasoline and if you don't then your a bigot. That's Avowed from in game and its fan culture in a nutshell. Make your decision on for yourself.
(of course you should never drink gasoline IRL, its obvious but some people are dumb so making that note here)

I guess no because Skyrim is only good because of millions of Mods and "Community" Patches.
Mods help 100%, but Skyrim is still being played to this day, with double the player count of Avowed
