Why am i always under leveled?
currently in the second area at lvl 10 and it feels like ever quest i am going against 3 skull enemies. Its kind of annoying. Did i miss something in the first location? I spent about 6.5 hours there. Went back to explore to see if i missed any quests but nothing popped up.

its not Levels. its your equipment,

Enemies don't have levels they have rarity., if your using blue rarity and the enemy is red rarity, your damage is reduced by 50%

dont forget also, to put points into Power, it really matters.

half points into Power other half into main stat.
You need to be a completionist.

Scour every inch of the map. Pick up anything that isn't nailed down.

I'm continuously upgrading my three pieces of gear. Pistol, rifle, and medium armour.

That's all you need to do.

I think this is the easiest mistake to make. It's quite possible to explore the entire zone before bothering to upgrade your gear (either through crafting or vendors) and this will somewhat nerf the uniques you'll find around the world. (They can be upgraded but it'll cost more mats.)

I only had to visit my camp three or four times to get my main gearset up to the next tier and never felt like I had to go grind for mats. But if you don't do it you'll start having trouble later on. Recycle unneeded gear at least as much as you sell it. Prioritize one or two gearsets when you land on a style you like.

ahh thanks i see that now.
There isn't enough content so the artificially made every zone out scale you to force you to play longer than you normally would with the content available.
