Pirate Yakuza is €60 on Steam and I could buy it right now for €42 if I wanted (not my kind of game though).
This alone will make Pirate Yakuza sell more copies than Avowed and have more concurrent players. Pirate Yakuza is probably more fun for the average player as well. It has charm and wit, something Avowed's soulless writing lacks.

Without direct numbers to show its a guessing game... but im willing to hedge bets that they had an influx of subscribers for Avowed... people who didnt want to drop 69.99 buying the game, but are interested, 10 dollars is an attractive number and you get an entire month to decide.
Very "low pressure" sales pitch. Once you sign up, they got ya... most people dont just unsubscribe... they have a HUGE library of really good games, the 10 dollar a month cost seems trivial for what they offer, and most people stay subbed.
Secondly Microsoft is not "Selling" a game licence when they use the gamepass, they are basically renting it out. Much smaller costs associated with temporary licences. Thus Microsoft keeps MOST of that 10-20 a month from subscribers.

Yakuza is one of Sega's flagship franchises. It's sold 27.7 million. It is nowhere near equivalent to Obsidian (100 employees, vs 300+ for RGG) or the Pillars of Eternity franchise (which at a generous guess, has around 3 million sales). Pirate Yakuza also had about the same budget as Avowed, but quite importantly re-uses a whole lot of assets from Infinite Wealth.
It's 3PM here. I am technically at work. Though I'll probably be playing Yakuza tonight (if I can tear myself away from Alex Kidd I might even get somewhere) and Avowed tomorrow. Next week I expect to be playing Monster Hunter Wilds. Funny thing about the PC, I can play more than one game at a time (though not at the same time. Unless I really want a challenge).

They either will keep raising the price or hope it scales to enough people where they can pay for development of their own games and no need to pay per download/ play
