One is an action combat explorative RPG (Avowed) and the other is more of an immersive SIM RPG with 'general' combat and exploration.
Frankly, I find Avowed to have more enjoyable combat and explorative mechanics, while Skyrim does better everywhere else or at least in some regards.
If you are looking to sulk around as a thief and pickpocket or assassinate random townspeople, Avowed is not for you. Towns are static. They have quests and bounty board type stuff, but it seems the game is geared more towards an action adventure over immersive SIM type game that Skyrim is.
