Combat is trash if you don't play a Wizard

Im stunned by people saying that combat in this game is good... really... I'm trying to be a ranger and its basically just - shoot stuff + passive upgrades to shoot stuff stronger.

How is this even decent by today's standards? Feels like arcade games had deeper options than these 25 years ago. If you don't want to be a wizard, literally you might as well be an NPC with this progression.
