Game keeps switching monitors

So i have one of my monitors set as my primary, but it keeps loading up on the wrong monitor, then every time I load, transition to new zone, etc it swaps back to the other monitor.

Not a huge deal as I just shift it back, but curious if anyone else has that issue or knows any way to solve it
