You exit east from Dawnshore and then go north, the path wraps to the west.
I think you need a nap.
Why would there be an established road leading north out of Dawnshore if it deadends into a river?
How do you exit north out of Emerald Stair and end up in Shatterscarp? Why didn't we just go back to Dawnshore, and then walk the 16 ft to Shatterscarp from there?
Moreover, if there ARE reasons for these things... why not explain them?
"Hey, we need to go northwest to Emerald Stair, but a flood washed out the bridge to the north, so we have to take the long way."
But even that wouldn't explain it, because you enter Emerald Stair FROM THE EAST, which is across the river that can't be crossed; if you crossed that drawbridge to the east of Dawnshore (which is shown in a cutscene), you should come into Emerald Stair from the NORTH instead... but you don't. So either way, there's a discrepancy.
"Now that we're done with the Emerald Stair, we need to backtrack past Dawnshore to get to Shatterscarp." Not a major hangup to the plot, but it takes even less time to mention it in the game rather than leave it as an unexplained mistake.
It's little missed details like that that prevent this game from being as great as it should be.
That's why you go out the East gate, over the large bridge across the river and then onto the large path that goes North to Emerald Stair and South to Shatterscarp. This route is, more than likely, safer because it is the main land-route between all three cities.
There is actually an in-game explanation why going north-west from Dawnshore isn't possible. There is a paved road from the capital that suddenly ends in a landslide. When you visit the spot with Kai, he comments there used to be a shortcut to the Emerald Stair there, but "nature had other plans" (or something like that).
