You have zero evidence about steam sales. That information is not published.
So it doesn't matter at all how many sales were on Steam. Any sales here is a bonus basically. MS is funding games from gamepass income, not steam sales.
You don't understand how gamescam works. it works exactly the same as streaming services. licenses are purchased to support the peak player count at a discount, NOT full price. excluding microwoke being the publisher for this turd, publishers are making a small fraction on gamescam. this is exactly why publishers are pulling out and exactly why their counts are stale and haven't been publicly reported in over 1 year.

Yes, that is the range of development budget, from most estimates. Marketing costs typically add about ~40% of development budget to that, and we all know the shills and game journos all took a turn at the Microsoft spigot for this turd.
I can't say a solid % but companies do this all the time. Disney has done it with its own IP "renting" from their own businesses to move money around. When the numbers come out MS probably will have "paid" more for a game from their own studio then they would another. (Rough exaggerated example) it for when they go to their investors and say the game made 100m it's first month while not telling them they paid 90m of it.
People work with numbers they don't know all the time, including yourself. They're called 'estimates', you might have heard of them.
