It definitely has woke elements. I think more will come out over time like with Veilguard. I'm able to get over pronoun nonsense and them deciding to show them in our title card with way more important things like xp and level (something I hope mods fix).

But there are a few deeper annoyances like refusing to let you fill in blanks for your Watcher from previous games, they are referred to as "they/them" and you seemingly don't get a chance even if you know what your ♥♥♥♥♥♥♥♥ Watcher was.

Why even the reference when you're just going to slap fans across the face and make up some random Watcher.

It for sure is no ifs ands or buts about it. Has multiple of the woke red flags: pronouns, Ugly char designs, women that look like men. Prob has alot worse in the actual game that we do not know of yet. So yeah it is for sure considered woke by the vast majority.

I was hopeful for this game but hesitant given recent releases. I wouldn't pre-order if you're concerned about it. One of the lead team members, art director IIRC, of this game basically went full schizo on blue sky. We'll just have to wait and see how much of the studio followed his footsteps.
