Unreal 5 so it's not going to be easy, but it won't matter unless there is interest ala how no one cares to mod Starfield.
LOL don't hear any Bethesda game modders hear you say this or they will literally throw you off a cliff.
Unreal games are easier to mod than most games with custom engines. The only games easier to mod are those few that the developer makes custom mod tools and releases them. (like Skyrim and many Bethesda games) But that's not the standard and special mod tools aren't required to make mods.
Unreal games can be modded using branches in Unreal Editor.
There are more than 10000 mods on Nexus alone for Starfield and more on other sites.

Between these two statements you've made it seems like you really don't know what you're talking about.
This is why I said unreal 5 specifically, as it specifically has a lot of issues with modding especially since it changes a lot and has its own quirks.
Raw number of mods is a common mistake a lot of people make when talking about mods, and is commonly ridiculed as a sign of ignorance. The huge swathe of those mods are useless small adjusments anyone can make in 6 seconds, but they all count on Nexus. It's common for games that have basic modding tools since they make it easy to make minor changes with no effort.
When speaking about interest in modding scenes, people generally talk about actual mods, the increased capabilities modders add, and the reach these mods can attain in what they can do. Hence you get modding communities like Rimworld or Skyrim.
