They don’t even use the same physics engine, it’s a dumb comparison.
The real problem is quality and quantity of the contents, and recent obsidian games such as PoE2 and Out World tend to be a bit too short.

This is more like the people who say “X is the dark souls of Y”. or that Far Cry 3 is Skyrim with guns.
Plus combat seems clearly superior. Not to say Skyrim isn't better in many aspects like npcs moving about. Still, different games, with different budgets and teams. And sometimes this fact matters more than age, like RDR2 for instance, which is better almost all open world games to date.
This comes as no surprise.
Expect games to be even worse than avowed.
