Was this really planned as a MMO?

Read this in some comment and after playing for an hour it really seems to make sense, as this game feels a lot like ESO, just worse in almost every regard... and ya know it is single player, I went in without knowing anything about it, and it was actually impressive how bad it was

I don't know about MMO, but it was set to be multiplayer-focused.
